They never were going to have Democrat votes no matter what plan they put forth, however, they can only handle a few defections and Collins has already said this complicates things.
Removing this will likely cause premiums to rise even higher. There may be some Republicans out there who might be wary of voting for this especially considering the current version of plan raises taxes on some middle-class people. If a couple of Senators look at their state and see this causing them problems they might opt to vote against it.
Some version of this will likely pass, but Paul may have just thrown a wrench into the system and made it harder than it needs to be.
