There might be but honestly you don't really need it. Most people do a terrible job. Some people do a nice job but leave obvious mistakes behind like the ass pic above.
The best PS touch-ups are minor touch ups, to enhance an already great photo, and not fix a bad photo. For example, this one:

Who ever did this one did a nice job removing the hotspots from her face and forhead. They left her eyebrows alone and left some random hair here and there to make it look like it wasn't photoshopped at all.

I am guessing that whoever asked the for the changes needed them to fit a color palette that was decided after the shoot, so 'choping it was easier and cheaper.

I can just imagine the idiot parent pressuring the idiot photoshop artist to make her kid look less like a real kid and more like a scary plastic doll.
I'll give exception to the geniuses at glamour magazines. They take bad pictures and make them look freaking amazing.
