Paxum restrictions in countries: USA, Canada, Israel or Japan

Does this mean we can still use the Paxum Mastercard to withdraw cash via ATM in the world?

Any other restrictions for card holders from Japan?

And for webmaster from Hongkong? Just ask for one friend.

If you have the money ALREADY loaded on your card, then yes, you can take it out at the ATM with your Paxum Mastercard.

If you don't have it on your card already, but just in your Paxum wallet, then you can use EFT to your bank or wire to your bank the balance you want to withdraw. You just can't withdraw it to an external credit or debit card in those 4 countries.

An EXTERNAL card, is one that is not issued by Paxum or its bank. It could be a card provided to you by your own, local bank or credit company. But such external card can not be issued in said countries, USA, Canada, Israel or Japan.
