What do they mean by:

"The only change in our current business is that Choice Bank issued Paxum cards can no longer be loaded."

What does no longer be loaded mean?

You can not transfer funds to the card to be spent on the card you can only spend the funds currently on the card. Also you still move the paxum funds via wire or other withdrawal methods just not to the card.
