States run the whole thing but it's illegal for anyone else to

Seems technically yes, unless there are state rules in effect that say no in that state. At least thats what it seems. Unless Congress decides to make a new law then its up to states to decide.

Those of us who are sports gamblers already use overseas online sportsbooks betting in dollars or Bitcoin, but this allows the individual U.S. states to decide for themselves if sports gambling will be allowed in that state. In all likelihood, the states will do like Nevada where they have licensed gaming companies run legal brick & mortar sportsbooks and also allow customers to wager online via the smartphone apps of those gaming companies, geo-restricted for state residents only.

Yep, I can't imagine most States won't do this. Too big of a cash cow. Especially if they can legally and easily bring home all that online offshore betting being done.

Game fixes was a issue in the mob days, but at this point there are ways around the laws so it's kinda hard to justify keeping it as illegal.

Basically sports betting was controlled by the mob before it was made illegal back in the day. Lot of broken arms and stuff from bookies like you see in the movies.
