Apparently, there is proof and witnesses to the tweet. Twitter, like google saves all tweets in their database whether they were deleted by the account holder or remain on your timeline.
Last year, out of spite, a disgruntled terminated employee tweeted sensitive company information, then days later deleted the Tweet. Legal action ensued where Twitter was ordered to disclosed the deleted tweet.
Furthermore, Twitter has software that automatically flags tweets with specific keywords. Those tweets are automatically saved for law enforcement or anyone else who's reputation has been damaged.

When Twitter users called out Musk's attack on Unsworth as unfair, he doubled down.
"Bet ya a signed dollar it's true," he wrote in another tweet that has since been removed.

If this accusation(s) is / are true, someones ass is in a sling for sure.
Musk has a lot more at stake than the cave rescuer.
Musk doesn't need bad publicity over his spiteful responses, that's for sure.
Elon Musk will pay off Twitter / Out of court financial settlement to the rescuer and that will be the last you hear of this incident.
