If he speaks english, he does it rarely in public, and probably struggles with it. His english is probably as good as Trumps russian, but that's not the point.

The point is that there was a private trumpy-pooty meeting with 2 interpreters being the only other people in the room - no officials.

Like the article you linked to says, "This interpreter can help determine what @POTUS shared/promised Putin on our behalf"

Sounds pretty fluent to me. That's not to say there wasn't a translator present in case he was missing a word or something. He also speaks fluent German.
