Theoretically - no. Any works made by anyone are copyrighted, and most likely in the terms of service the site writes that copyrights are transferred to them.

Theoretically there is no straight answer. First of all, it maybe a public domain site like wikipedia or site where people come to spread out their media (e.g. youtube). The second thing is that the site may provide its content to 3rd-parties under some special terms (e.g. a link to source, sponsored ad blocks etc), actually that's what the RSS feeds were created for - actually all affiliate programs and tubes do that.
