The real earners are when you hook the high rollers or medium rollers, you could have 50 signups and only one big spender, so it's best to just gather signups and worry about the results later. Unfortunately this is very usual with online casinos. But once you're in there's no more shit to deal with. It was one of the things that prevented me from signing up to a casino for an long time. It's all for money laundering and fraud prevention. I've signed up with over 20+ casinos and they all have this (or similar) sign up verification.

Where are you getting your traffic? In non targetted traffic these results aren't unusual, tho I've got my first depositor after 50 signups with cold traffic. Results are waaaaay better with targeted traffic.

Make sure the users know this is a legitimate casino while advertising. Many will sign up just to see dealers tits. But those who sign up still might deposit later.
