Looking to buy large amounts of popunder traffic

We have a company where we have multiple webmaster working for us, and soon we will be launching a new company where those webmaster also become media buyers.

Now i'm doing some pre-work already to gather webmaster who have large amounts of Desktop & mobile popunder traffic who are willing to sell it in the future for fixed CPM's.
