The American military is already there. Trump is the commander in chief of the American military, so I'd suspect he'd have as much right to be there as any of the rest.

If MS13 were to defeat the USA in a military conflict, any and all of them would have every right to occupy USA for as long as they wanted, to visit freely, and to come & go as they please.

I am sure that somewhere there is a procedure for this. I had a friend who used to work in the travel office of the White House under Obama; This is the kind of stuff she did. I would imagine it's a simple matter of someone in the travel office calling up the Iraqi embassy, getting permission, and submitting a list of everyone traveling with the President. However, my guess is that the travel office isn't fully staffed and no one in the Trump administration had the wisdom (or intelligence) to understand that they cannot just fly a fucking airplane with hundreds of people into a foreign country unannounced. I understand it was short notice, and I understand that they wanted to fly under the radar but... Somewhere alone the line they need to ask permission and at the very least give the Iraqis a list of people who were entering the country.

There are rules and laws about this kind of stuff.

Oddly enough if I recall correctly Nixon once had a problem... There are rules and procedures about foreign leaders entering foreign countries and if they aren't followed properly it can cause huge problems. Air Force Once once flew into Syria with Nixon on board, and no one told the US Air Force pilots that four MIGS were going to escort Air Force One to the airport. Four MIGS appeared out of no where, the pilots weren't expecting them, and for the next minutes took evasive action including a huge steep dive.
