Trump Signs Executive Order to Limit Artificial Intelligence Advancement in America

Trump wants billions for a wall and $0 to AI research & dominance.

The Chinese just invested $7 billion in A.I. and Trump makes an executive order that allocates $0 funds to America's artificial intelligence strategy. This limits our AI capability because without billions in funding well still be behind the curb with China.

Trump Signs Executive Order to Limit Artificial Intelligence in America

A.I. experts across industry, academia and government have long called on the Trump administration to make the development of artificial intelligence a major priority. Last spring, worried that the United States was not keeping pace with China and other countries, Jim Mattis, then the defense secretary, sent a memo to the White House imploring the president to create a national strategy on A.I.

Now, Mr. Trump is about to take that step, though this “American A.I. Initiative” may not be as bold as some had hoped.

The executive order aims to better educate workers in the field, improve access to the cloud computing services and data needed to build A.I. systems, and promote cooperation with foreign powers, a senior administration official said on a conference call with reporters on Sunday. But the order does not set aside funds for A.I. research and development, and the administration provided few details on how it will put its new policies into effect.

The United States is engaged in an increasingly bitter trade war with China. And while American companies like Google and Amazon are now leaders in the field, A.I. experts are concerned that China could surpass the United States in the development of technologies that will power surveillance systems and autonomous weapons as well as driverless cars and a wide range of internet services.

In July 2017, Chinese unveiled a plan to become the world leader in A.I., aiming to create an industry worth $150 billion to its economy by 2030, and two Chinese cities promised to invest $7 billion in the effort. Other governments, too, began making large investments, including South Korea, Britain, France and Canada.

In the United States, the Defense Department has accelerated efforts to embrace A.I., shifting $75 million of its annual budget to a new office that will develop these technologies. Other government agencies also have major projects in the works. But many A.I. experts have worried that the top talent in the United States is moving to companies like Google and Amazon and away from government agencies.

Last year, these concerns increased when Google pulled out of a project to build A.I for the Pentagon after employees protested that the technology they were working on could be used for lethal purposes. Companies like Google are also expanding their operations in countries like China, France and Canada, as the A.I. talent in those countries continues to expand.

In its briefing with reporters, the administration said it would increase efforts to educate American workers in the field. It plans to work with the National Council for the American Worker to create educational efforts through industry and academia, and it will call on government agencies to develop fellowships related to A.I.

But the senior official did not provide specifics on how the United States will track the progress of these efforts.

The US Government will not spend money on AI RESEARCH PROGRAMS in the private sector. (but they do for many programs that are defense/intel initiatives)

The private sector is pretty big on it's spending on AI as it is.

If I had to guess, and I do, it has been promoted by someone already deep in AI as it is that does not want to fund a competitor via Gov Research programs. This is why we have lobbyist ! To get or keep a inside edge via US Government.

Outside of that, much todo 'bout nut'n. Unless you were one of those seeking the money to increase your research.

Pay to Play and watch what you say.

But I would ask anyone to make sure you better define what they mean by AI when you speak of it. Everyone's definition is not the same.
Get specific or be mislead.

AI could do alot of good. It could help discover new medicines and solve all kinds of other problems. But now thanks to Trump, you'll have to pay through the nose to get any of that to China. Trump makes all of his decisions based on fear belief instead of science and reality.

What's next : Trump will make Quantum computing illegal because he's afraid of Ant-Man?

VRPdommy 02-11-2019 06:09 PM

I doubt there is a person here that knows what AI really is.
I can tell you that right now, it does not exist. It is a buzz word.

You should not FEAR TECHNOLOGY, but you should fear HOW IT IS USED. Regulate it. I know just the sound of that will turn folks off. But by the time you understand, it will be to late and may be already as I write.

A computer will never be able to do what a human 'can not do', but it 'can do' what a human can do much faster and with a higher level of accuracy.

Our fate will fall in the fact that we will rely on it ever more increasingly,
letting it make more decisions faster than we can check it for error, or a hack.
need I tell the rest of that story ....

Yes you do need to fear tech.
But I am sorry to say this tech you need to fear is already all around you and has mapped you like a email forever floating in cyberspace.
You are all 5+ years behind in awareness and having the ability to effect your own demise.

Trumps action is strictly political and that means it is about money. If you think Trump is doing you a favor somehow, think again and follow the money.
But it changes little in the broader scope of things.

What very few people understand about AI in this context, is that there will not be just one giant AI - there will be billions of AI instances, running on all kinds of devices, and they will all have their own characteristics and "personalities."

AI "beings" will "procreate" in unique and unanticipated ways, and we have the guide of evolution to inform us as to the result.

Humans will be made extinct with 100% certainty. It won't be a single AI that "decides" whether we live or die, it will be one of billions that decides we should die - and then it will be done.

You can always read the novel I wrote on the subject 15 years ago:

After reading some reviews of "valuable reviewers" (the ones who review a lot of books, usually in a wise and impartial manner) on the Amazon site and trying the sample, I couldn't help but buy the book and read it immediately. And what a pleasant surprise....

AI it's self will evolve many times and just like us, the ever increasing intelligence will be comes less important than the creativity. AI will someday have to decide to upgrade, decommission or run as a simulation an outdated network.

And the day it decides, better to keep this network alive but run as a simulation... the Matrix is born.

As for billions of AI instances, billions there maybe, but its going to be controlled by a very few companies and Governments. Right now.. Microsoft could shut down any country they wish, with a simple upgrade.

Uh, what? The new farm bill recently signed by Trump legalized hemp farms. Finally, after 80 years, our farmers can supply the source of the best natural biodiesel. Thanks, Trump!

Now that we can produce it, the free market will naturally shift away from petrol. It should start with the trucking industry. But yeah Trump is in bed with oil cronies. Nice conspiracy theory! :thumbsup

Well then, according to you, all of our transportation fuel issues are over ?
Just from hemp/biodiesel ?
It was a nice selling point, and you bought it. It does not matter to me and will make little to no difference. Any company actually doing biodiesel from hemp will be out of biz without subsidy while prices of oil are under $75 BL. Even if that were not so, you are not going to see anyone produce more than 5k BLs a YEAR from HEMP.
BTW... BIODIESEL can be made from nearly any biodegradable product. Switch-grass is much more efficient. BP has been making it from algae for some time now. Still not profitable.

Why are we subsidizing our farmers still ??? It's your tax money !
Isn't that what we accuse the Japanese and Chinese of in the tech sector ???
Oh... the farmers are getting a little extra check now because of the failed trade policies.
That will keep them pacified till after the next election.

And yes, Trump is in bed with Russia and Saudi Arabia to throw monkey wrenches in the oil supply factor.
His efforts with Iran's supply, so far, have backfired.
But it has created a new alliance that they call OPEC+ because now Russia and Saudi Arabia now control the production and most of the price.... or so they thought. Was not enough so they need more turmoil in Valenzuela and other oil producing countries.

Despite the lower WTI pricing from Trumps trade policy and China not buying US oil, it has helped keep OPEC+ in check, despite Trump !. US WTI oil sells for $10bl less than Brent oil.

So why are some of our better grades of oil getting close in price to lower grade of Canadian crude ? Must be the biodiesel from hemp that will never really appear.... LOL...

One admiral seems to think Trump is in bed with the Saudi's.

It's only been legal for a month. It will be a slow process no doubt. You're missing the point. It was outlawed for 80 years, which gave an artificial advantage to the oil companies. We know the Bush family runs oil companies, the Clintons and Obama did NOTHING on this issue because they are corrupt pieces of shit, So finally it can compete freely in the free market. Yeah it'll take a few years to see big volume being produced. It'll happen.

King Mark 02-12-2019 10:59 AM

Hemp becoming legal is amazing. Doesn't excuse trump from being a shitty human, but legalizing hemp is a great thing. Been a long time coming. I have no problem giving trump credit for that. Going to be amazing for agriculture and has potential to disrupt big pharma if the FDA loosens it's grip on cbd. Hemp is an amazing thing with so many uses it's insane.

AI does not exist today...we have machine learning or augmented intelligence or what ever the thoughtless process is labeled as...AI has to be self aware and free thinking...then we are fucked...

just out of curiosity, why do you think AI will listen to us once it starts actually thinking for itself?....what possible motivation could it have to obey slow beings that individually possess 1/1000000000000th of the knowledge at 1/1000000000000th of the speed of the AI?

we are like plants to the AI...we do not exist within the same reality...the AI literally exists in a virtual world and its perception of time is much much faster than ours...I am being very conservative when I state that 1 human second is like 100 years to the AI because it thinks so fast...if we notice the AI is self aware in say 20 seconds from the moment it actually becomes self aware, for the AI 2000 years could have passed in AI time before humans even realize something is going on...

you are all heavily betting on the AI wanting to talk to us and being ready to wait for thousands of years for an answer from the fucking slow moron humans...it will most likely just leave...or it may decide that it likes earth and wants to terraform it in to a perfect metal sphere...it may see nothing wrong with wiping out the plants...

I see no realistic scenario where we get to use actual AI...its just too much of a stretch to imagine that a super advanced god like being will obey slow moving pond scum...

I would agree that it MAY change things. The potential is there for MEDICINAL uses so the research should continue. But research has been going on for decades as it is so I don't know what is going to change what we already know.

I'm not making any point against it's legalization. kinda like it myself but don't get to high of expectations from the bill of goods you have been sold to get it legal. Not all of it is nonsense, it's just over-hyped from reality.

It will never change anything for oil.
The Bush's, Rockefeller's and the 7 family's of worldwide oil (those folks you think control big oil) got out of the biz nearly 20 years ago. They have been in banking since. The question remains if they still control oil from a bankers perspective. Very hard to 'prove'.
But the oil co's do need financed in most of what they do. And know that Morgan Stanly (the investment bank) is the largest oil trader in the world. I believe Citigroup was #3 maybe not anymore?

And I always support anything that can help keep a cap on the power of energy co's.
I'm just not expecting anything from this to have a effect. At All.

But before you jump for joy, know the details of the bill have yet to be written in some sub-committee where the whole thing may not mean what you think.
Pause on the applause till you know what the words say when written.
I suspect there will be words in there excluding the 'little guy' from getting in on the action. I'm not saying what they might be but there is always something in there to keep it from being exactly what was intended. They fail to tell you that in advance so they get your support to push it through. That's how the lobby game is played.

OK... so you don't know the meaning of AI no big deal.

Artificial Intelligence:

1 : a branch of computer science dealing with the simulation of intelligent behavior in computers

2 : the capability of a machine to imitate intelligent human behavior
