I think an after-hours, behind-closed-doors emergency impeachment can still be done before the Mueller report is officially released. The reasoning for it being the presumption that the Mueller report will indeed prove Russia collusion, once released.
In the 0.00000000001% chance that the Mueller report proves NO Russia collusion, then...oh well. It can't be undone, because it was a legally binding process, which is now on the books, and its over & done with.
So yeah, if Trump were to go after Democrats now, he'd be 100% obstructing that presumptive emergency impeachment (which, in itself, would prove his guilt).
