Is the "proof or ban" rule still in effect or are we allowed to post anything we want without repercussion?

#11 Insinuations Meant to Do Harm Any insinuations made in an attempt to do harm to a person (personal attack) or business, shall be grounds for immediate banning.

These rules are broken daily by the resident alt-right hate fake nic troll towards me but I have all of this nics blocked so it doesn't impact me at all now. Other people have to see it day in & day out though and it makes them not want to post.
