Hello,

Would it be more efficient to in terms of

A: Send PSD to web developer who will cut slice and program it with all the functionalities?

B: Send PSD to company who specializes in slicing PSD to HTML5 with precise pixel perfect accuracy THEN send the html5 version to the web developer who will then attach it to a database?

Not every web developer does everything. Most specialize in either front-end or back-end. Probably better to give it to a front-end dev to slice, then to a backend-dev to integrate.
