Seen him grow up, he's 18 or so, black kid dating a white girl. (not an issue)

How would you approach this.

When I was a much younger and wilder person, I use to love to make examples out of these people. Especially on the subway, nowhere to run. If the event occurred inside your neighbor's house or in their back yard, there could be an expectation of privacy. It's possible your neighbor could sue you for uploading or sharing the surveillance video without their permission.

If he was under 18, I'd say show it to his parents and suggest they deal with this. There's no reason to ruin his life with a police report on what might be the first offense, that he might feel terrible about. On the other hand, he's now officially an adult. Maybe it's worth talking to him directly and explaining that you'll keep the video and file a police report the day you suspect that he might consider raising a hand on anyone else again.
