I'm not actually looking for footage of an old TV. I just want that flicker

you may find a filter for that which is actually designed for MAME purposes

we always built the effect with a 'light board' on TV shows, I've done it many times myself. something like this just cheaper and smaller if you can. then program the effects you need. either white light or light blues maybe....

At this point I would be happy to get a computer or a flat screen TV to flicker at 50hz. I could set it up off set.
