This one predates pretty much everything (used to be called STRIP). All local with the option to backup your database file on the cloud (Dropbox and a few other services). Has a great smartphone app too. |
Bitwarden self hosted, site to site VPN in order to access it. My mobile phone is always on my VPN

Been using Dashlane premium for a long time now. Syncs with all my devices. Got no complaints.
