It's my understanding that there are three issues:

- the ghettos/barrios in Brazil have several gangs in control
- police are known to act with immunity killing people at will
- general distrust of the police

Brazilians are good inside Brazil. Outside of their country they're annoying.

I was in Jail with a guy from Brazil. He was known as 'Brazil' - He was pretty crazy... :(

But he was my friend... :)

It got really bad there last few years. Lots of drugs, homeless people. Even in nicer areas of the city which used to be very clean. I can't say for Rio but Sao Paulo became a shit hole. Even in Japanese area we saw lots of people passed out on the street, needles everywhere, guy taking a shit at a bus stop. Nasty. Hopefully new president will straighten shit out.
