Question about hardlinks and responsive designs

I want to sell some header link spots at the very top of the page on my sites. In order to prevent having an ugly group of links at the top of the page on mobile, i'm going to have it change to a dropdown menu below a certain width. Would this reduce the effectiveness of the backlinks since they won't be visible?

Also when looking to buy links, i've seen some sites here where the links either disappear all together or they set the overflow property to hidden when below a certain width, so most of them can't be seen. Should these be avoided?

Thanks in advance

Actually they will. I use a dropdown menu on one of my sites and the links within it are hard coded. However i don't sell spots :)

Aren't links generally for SEO purposes anyway? Any link will help whether it be clearly visible or not

What if the link is visible to the desktop crawler but not the mobile crawler? It would only turn into a dropdown menu when the window is below a certain width.
