Because the US is basically North Korea with better PR. Comics had to conform to a narrow code or risk the wrath of government or advertisers and weren't taken seriously as adult literature or art until an influx of writers from the UK in the 80s, people brought up under a far wider political/cultural spectrum (Trotskyite/anarchist/anti-establishment/satirical/punk), who were interested something a bit deeper than "truth, justice and the American way".

Urban is great in everything but his "British" accent is certainly fucking diabolical. I mean Jimmy McNulty level bad. Starr is also brilliant, and it wasn't until season two last year, and only because I read it and checked IMDB to verify it, that I was amazed to realize he played the Sheriff in Banshee. If you haven't seen that show, BTW, do so, it's excellent.
