Why not send weather balloons up in the sky to blanket fire hot spot typical forest areas.. So as soon as it detects fire, it notifies authorities.

cost, lets say detectors cost 10 million a day x 4 months MAX = 400 million (during summer season) cost VS 10 billion average in cost + indirect laggard costs..
