You can contact paxum team - they will help you to get link back or get money back. They once helped me in a similar situation. Just tell then that user [email protected] misusing paxum and explain what he doing.

That site has some links from popular link lists. I wonder if they have had any issues with him?

make sure you deal with siter owners, not a middleman, if the middleman buys the links, he has the power to remove them.
