I am looking for a sponsor that opens a website in a new window with an advertisement in the background

I saw few ads like this on tube sites and i wonder which program offer such ads

i use exoclick but they offer advert in front as classic popup

Even if you're not wanting to promo CB why not use their popup script, changing the pop site to a sponsor of your choosing?
