When it comes to vid, one thing to note is if you plan on doing 4k or more.

Even a cheap low power computer can edit 1080, even if it takes a few mins to process.

However if your looking at 4k then you may need to buy a decent computer otherwise it may crash. I am not sure if low power mans can cope with 4k.

When it comes to editing film, how advanced do you want to go. Just a simple edit or full colour correcting and layers and fancy stuff?

For photos you can use: Adobe Photoshop

and for videos use: Adobe Premiere Pro + Media Encoder

GIMP - Free alternative to photoshop, and extremely similar in the way that it operates. Also, an abundance of short and succinct 'How do I...???' type tutorials on YouTube make any teething issues a breeze...

Like photoshop, it is extremely powerful, but you dont need to learn ALL of the poogram, to learn how to do the basics that YOU will need for YOUR workflow - & should an need arise where you DO need to use a different function, there is always a youtube tutorial close at hand

Davinci Resolve Studio and After Effects are what I use for Video Editing and Motion Grahphics.

Everything starts in Resolve and is finished up in After Effects.
