Any advice for a new os not microsoft or apple
 
That is intuitive and is compatible with most software for webmastering / editing?

I’d greatly appreciate a good starting point.

Can't get better than Ubuntu.
I have been using 10 year old PC with Ubuntu and love it. 90% of software is there.

linux will always be best if you spend a lot of time at the command line, but apple is also pretty good for command line and lets be realistic, their video editing software is light years ahead of anything you'll find on linux...in part, simply because the online tutorials available are more comprehensive by virtue of the fact that apple video editing software is so widely used.

Have been running linux has my only desktop since 1998, but I don't know if I'd recommend it to someone for photo/video editing. You really want to have to use it.

for paysite video editing, windows or macos is much better than linux, you cant beat final cut or adobe premiere, or sony vegas, linux is limited since most of these software isnt available.

you are stuck with just ffmpeg.

I've done a decent job editing with Openshot, the other most popular open source editor is Kdenlive which has been around for like 20 years.

Davinci Resolve has had a full featured Linux version for many years, so that is probably the most popular "mainstream" video editor.
