Neighbors play it at all times, non-stop.
Cars driving through blowing up my ear drums and my windows rattle.

This has to be causing brain disorders in infants.

People playing inconsiderately loud music or making annoying noise in general is one of my top peeves. Also people who say "turn ot up" instead of "I like this song." Do not want.

Dumb as an HOA can be, one does give you recourse.

It caused a brain disorder in me. I lived in south phoenix for 7 years in a "gentrified" development surrounded by ghetto/section-8 type people. There was a convenient store on the corner where the ghetto people would pull in with their bass blasting while pumping gas or go inside the store for 5-10 minutes while leaving their car stereo blasting. Then there was the section 8 housing on both sides of me who would literally point stereo speakers out of their apartment window and blast hiphop for hours at a time. My walls were constantly shaking, I couldn't concentrate on my work and it was rare to get more than 4 hours of consistent sleep 7 days a week. Cops didn't give a fuck at all.

After 7 years of this I was at the point where I had mapped out a plan and several firearms prepared and loaded waiting for the day I would make the city a bit more quiet. It had completely turned me into an angry, vengeful, lunatic. That was probably one of my lowest points in my life.

That's been my goal for a long time. But if you want to get a decent home with some land and not live like some dirty hillbilly in the woods then it takes more money than I currently have.

It wasn't just the music. It was also the neighbor who would get drunk and rev his car engine at 2AM, other neighbor who would kick on the walls all day for no reason, the daily gunshots from dumb ass ghetto kids in the block. But the loud music was a big part.

If you were trapped in a box unable to sleep or do your job I'm sure you would become an animal too over the course of 7 years

Many of them got out if they could. One neighbor few houses down lived there for 4 months and was able to sell his house again shortly after somehow. The guy who moved there after I left already has it back on the market.

If you are the ghetto type then it wouldn't bother you at all. If you are the type who needs quiet and rest to function and work, then that place was/is hell. The smart ones and ones with money got out because they couldn't take it as living with that type of bullshit will drive any sane person crazy.

New York City traffic noise is not nearly as bad as you may imagine.
The traffic is slow, so there is little engine noise or tire squealing starts.
