My brother Instagram Hacked, we tried to recover that profile but we fail, the hacker change email and phone Number.

i tried this link also instagram.com/hacked but every time we reach to support page.

we dont get Video selfie option also. tried from youtube video also but fail.

can you suggetion me or any other link for instagram profile recover.?
