Because it's easier to sell traffic then manage it by yourself. And you can also make valid income projections then.

you think a small-time tube owner wants to build their own cam and dating and pay sites to monetize their own traffic? hell no. that's a game for the big dogs. meanwhile I'm happy to focus on my own little tube niche and don't want the complication/commitment of running a cam site in my life.

buying traffic is worth if you do it the right way, it is not just a pushing button.
the most important that you need to be patient and start slowly and analysis the traffic and filter bad resources and narrow your target.
don't expect the turn your 100$ investment to 5000$ , 100$ can finish in 5 minutes if you don't know how to start.
