It's a scam. If it were true, the Air Force would get her back the the US for that funeral and at no cost to her (she may have to pay to get from point of arrival in the US to her destination though). Our military is good about taking care of things like this.

I get that crap all the time on Skype and text messages. I don't answer text messages and on skype basically it's "I found your name and wanted to say hi" approach. I've known people who've fallen for it - after a while one person was blackmailed saying they have all their contacts and will email them if they don't get $$$.

You can only guess who's behind it and from what country

Also, there is one dude on linkedin, Dave Harland is name, which trolls those attempts and publicize it, it's one of the funniest things which i seen.

This is not the person who scammed you. It is a photo of a random person who is not involved in the scam....

At first he kept on saying it couldn't be because they "spoke" on cam. I showed him few AI generators and he got mad that he fell for it. Now he is going to bait them and make them walk few times to Western Union to check of money transfer for sick mom and tickets back to the USA.
