Calling all GFY geniuses and savants
 

I need your suggestions for the following:

My visitors go to a page that lists topics I can talk about at my site

If they want me to talk about the topic, they click on the topic and their VOTE is recorded. There 's a number next to each topic.

If they can't find the topic they'd like me to talk about they can create a new topic

Other people can then vote on their topic.

Can anyone recommend a tool that does this? I need something that is FREE
