Yes, it's per processor.

Let's say you have a merchant account, Epoch and CCBill. You will pay fees on all 3. Two merchant accounts? Add another.

best bet, the processor you use as your main, pay for the cards, the second processors, just give online payments or banking and not pay for all cards, unless it´s worth it for all of your processors to use all the cards :2 cents:

Properly cascaded, Processor #1 should get roughly 80-85% of transactions. Processor #2 should get roughly 10-15% of transactions. Processor #3 should get roughly 1-3% of transactions.

Do the math on each level to see if it makes sense for you to have an additional layer of processors.
