If you own a paysite,

for every 10 sign ups, your allowed one charge back by visa, is that how it works?

For every 100, you're allowed 1. It's 1%, not 10%. But don't push it, you want as little as possible.

what if a big company is doing good with not many and so on and yada yada but one month have a overwhelming amount, they would just be dropped just like that? that sucks

From what I understand, it's by dollar amount, not actual number of chargebacks. So if you gross $10k from 90 $10 sign-ups and 10 $100 sign-ups, 1 $100 chargeback is equal to 10 $10 chargebacks.
