I had a navy isp spamming my bbs... so I sent an email (with spam) to the main naval recruiting headquarters and asked them if using govt isp's to spam was something new they were teaching their sailors...

never heard back.. :)

Exactly, these are referral hits so it's these sites that are linking to the government not the other way around, or more likely, a script which is spoofing the referral headers for the PR boost on this page.
