I was just reading about this in the newspaper today.

Its an ICAO ruling (international civil aviation organization) some UN agency. Its so facial scanning technology works better.

They say you can capture all facial characteristics better with a neutral face.

Crazy stuff though.

There was also an editorial cartoon in the paper I read today, shows a lineup of people getting their passports smiling. Just before they get to the camera there is a poster showing todays gas prices, then no one is smiling anymore...
