are there any webmaster referral programs that payout when a webmaster joins their program?

i seem to recall that up until around a year ago ars had no requirement for the webmaster you referred to make a sale - guess they stopped for the reason redshoe pointed out.

there must be some program left that does this though surely?

There used to be a program that paid $2 per unique click for webmaster traffic. Those were the days :glugglug
