In general, if a person is in public on government owned property, their photograph or video can be used without their consent. This is my understanding of US Law.
The base assumption seems to be that if you are out in public you have no right to privacy.
If someone is in a public building , the owner of that building can choose to grant a license for pictures of those inside the building.
There are many details, and celebrities have certain more rights than commonors, but in general, if you're in public, your picure is owned by he who snaps it.
