redirect based on keywords good? bad?

This is something I have been thinking about lately.

Is it a bad idea to redirect search engine traffic? Does google and such penalize for this kind of behaviour? I have been playing with the idea of redirecting based on keywords caught in the referers to different full page ads.

Let's just say there are a handfull of freesites getting hit hard by google surfers. These sites are 9 months old and surprisingly rose in google rankings tremendously up to #2 and #4 for various keywords. I would rather put that search engine traffic to better use and send them to a place where they have to pay because the sponsor I am using on those old pages is just not converting with those banners anymore. Yet changing the page is uhm, not possible.

Been thinking about that too, I thought you get penalized if you do, how many hits are you talking about?
