Germans: Is this true, when you buy a bin in store A you have to return it in store A
 

Just saw it on the teli here.

When you buy a bottle of coca cola in Store A, you pay for example 25 cents bail, and when you want your 25 cents back, you have to return it to store A, because store B doesn't give you money back, is this right?

This is not the case for bottles, you can return them everywhere.

For cans... yes, this is true right now. The problem was that the government passed the law and the beverage companies couldn't (didn't want to) set up a country wide system on time.

The funny thing is that the EU is suing Germany right now because of the new can recycling system.
