I did it about a year ago... http://www.linkorbit.com its a 5 minute script. I was thinking if it ever got big id market upsells of stats... but no one wants to mask there url anyways unless you are trying to scam people.

Doesn't have to be for masking sites, there are still plenty of people who have free sites with ridiculously long URLs, easier to give someone a smaller url thats easy to remember than something thats like 100 characters long.
