I use x-fonter. Don't know if it's the best. I've been using it forever and I'm too lazy to look for anything else.

X fonter is good, I've been using it a while now

http://www.ampsoft.net and use the amp font viewer, install uninstall on the fly and see previews of the font before installing. It's free to download and extremely robust.

I use Font Xplorer. Mainly because it has the best filters I have found.
