I'm pretty sure you cannot use paypal in the Phillipines. www.xoom.com works though.

As far as I know they do not. I have hired a person in the Philippines for work and I have to pay him with WU as he tells me that he can not use paypal. I have no idea why they would have such a policy though...

Paypal does not work for Philippine address or bank.

Their atm card works fine in the Philippines.

Metro Bank has a New York branch you can make overseas deposits into for reasonable rates.

Maybe open a bank account locally and wire transfer.
