As far as your legal post goes man I'm afraid it doesn't work like that. But if you want to do something like that go to the other kids parents and tell them personally you will not press charges if they pay you the 3 grand + Medical bills. They would probably do it so that thier son don't have a record. Be careful messing with a minor that isn't your bro though because this could flip back on you big time if you do...
