or does it mean that no one gets paid if someone doesn't post it?

Or that you will count the threads containing that phrase to determine the winners?

Technically, since EVERY post does not contain the phrase, you don't have to pay anyone...

The winning post must contain the phrase.. if it does not contain the phrase it goes to the next one that does contain the phrase.. you must have it in to win...
