I need a small windows XP application done dirt cheap if possible.

I have these folders, each with a template.html file (TGP gallery templates) with 20 [image] and [thumbnail] tags. Each template.html folder has 2 subfolders - thumbs and images with 20 images each. I want the program to allow me to browse to a 'template.html' file and then automatically replace the 20 image and thumbnail tags with the 20 picture filenames in the subfolders.
