Then on the bottom right side of the same page I see links under "Our white label websites" and I notice a link to: www.hot-cell.com

Is this the type of content they are targetting towards teens?

Bad wording on their part. They have teen-safe sites as well.

Hot cell is clearly labeled as adult in the links section. They have very clear mainstream options also.
