Is it only for American citizens or does it include me if I have some servers in USA?

If you, your servers, your domain registrar, your CC processor, or your affiliates are in America, then it affects you.

Soo I need to have the 2257 links at all my sites?

as per the old regs, for the new ones, you'll need a lot more than that.

I know a great host in Slovakia. They have other laws there. They dont need to give out any information about you, your sites or the content you have at your servers.
