Adobe Photoshop save for web feature does this. Change your settings to output CSS rather than tables. :thumbsup

Well Adobe is generating CSS from scratch, from an image. Its not converting anything.

I've searched for such a program. The only solution so far is to have Adobe generate the CSS dvisions and then to write your own styles.

This is true. Adobe only creates classes...it's up to you to define them.
