An enemy is somewhat that has repeatedly called for the assasination of an American President and has volunteered his services to do so...as Webby has. An enemy is someone that stands against the very core of what America is about...as Webby does.

Yes you are saying that you dont mean literally foreign, as in a native from a country not your own, but more a figure of speech.

To me this sounds like an explanation a politician would use after he/she has had a slip of the tonque that accidentally appears in the media, so he/she desperately defends it in a way that goes far beyond the real meaning of the word. As the rest of mankind understands that word.
