I don't think you are going to get quality hosting with "cheap", however you can get great hosting for a descent price at CyberWurx. http://www.cyberwurx.com, they have shared and dedicated server plans that are affordable. I think you can get a shared account from $6 to a dedicated server at around $85 I believe.
